Rough Patch Complex and Jack Fire Daily Update Sept 25 (Rough Patch Wildfire)

September 25, 2021 Fire Information: 541-482-1331 E-mail: 2021.jack@firenet.gov  Incident Summary:   Firefighters successfully used direct tactics and helicopter water drops to suppress hot spots on the north end of the complex yesterday. Helicopters were also used on the southeast corner to support direct fire line construction.  On many areas around the perimeter of the complex, crews conducted suppression repair operations, including processing logs, chipping limbs, and removing debris from control lines.  Firefighters also removed firefighting equipment, pumps and hoses no longer needed. This work is being emphasized ahead of predicted cool and wet weather, which is expected to make some areas of the fire line temporarily inaccessible. Damp fuels limited fire behavior to creeping and smoldering.Today, warm and dry weather will continue to reduce fuel moisture and increase the chance for limited active fire behavior and some smoke production. All...

COUGAR PEAK FIRE UPDATENORTHWEST INCIDENT MANAGEMENT TEAM 12Incident Commanders: Jeff Dimke and Bobby Shindelar September 25, 2021 The Cougar Peak Fire is currently burning approximately 15 miles northwest of Lakeview, Oregon. The Incident Command Post at the Lakeview Fairgrounds is closed to all but essential personnel to help ensure the health and safety of community members and firefighters. Weather Today will be warm and dry with temperature and humidity similar to yesterday. Starting tonight, winds will pick up as a low pressure system moves into the area. The National Weather Service issued a fire weather watch for Sunday due to strong, gusty winds and low humidity. Operations Yesterday, crews continued to secure line near Cougar Peak, making progress down the slope from the top of the peak.  Special StatementThis is the last Daily Smoke Outlook for the Middle Fork Complex. Air quality information may be found at the following website: https://fire.airnow.gov/Fire and WeatherToday, winds will shift to an onshore flow, allowing for slightly better afternoon relative humidity between 25% and 35%. Temperatures will still be warm but not as warm as yesterday with highs between 75 and 85 degrees. Winds will be on the increase with the approach of a cold front still 2 to 3 days out. Expect west winds throughout the day with some gusts up to 15 mph. Sunday will be cooler with much better relative humidity as cloud cover will be on the increase. A slight chance of rain will be present as well with the approach of the cold front. Monday and Tuesday will be days with a 90% to 100% chance of substantial rainfall. At this time, between 1.00 – 1.50 inches of rainfall is expected. EVACUATION LEVELS DECREASED TODAYDue to increased containment and reduced fire behavior, evacuation levels have been decreased on the Cougar Peak Fire. Areas that were previously in a level 3 evacuation have been reduced to level 2, and areas previously in a level 2 evacuation have been reduced to a level 1. On this map, please note the reddish area shown in the center is the fire perimeter, not a level 3 evacuation. Green Ridge Fire Statistics: Size: 43,735 acres, Containment: 61%, Total Personnel: 64, Location: 30 miles east of Walla Walla, Reported: July 7, 2021, Cause: Lightning. Current Situation: Yesterday the fire continued to have minimal fire behavior, with a few interior smokes observed on the southwest corner of the fire near Godman Guard Station. Firefighters continued to patrol and mop up all containment lines. Where containment lines are secured, firefighters also completed suppression repair (such as constructing water bars to help reduce erosion potential and mastication to improve roadways used for containment lines) based on identified rehabilitation needs. Crews also continued backhauling (returning) equipment that is no longer needed for suppression operations. Temperatures will cool over the weekend, with temperatures further dropping early next week.  Operations Yesterday, crews continued to install hose lays on the north side of Cougar Peak. With light winds, fire activity within containment lines around Cougar Peak was much quieter than in previous days. RIPPLEBROOK, Ore. – Heat remains within the fire perimeter with smouldering and light smoke.  Moisture levels in live and deal fuels will continue to decrease in the next few days with the forecasted drying trend. The south flank of the fire had minimal activity yesterday, yet smoke was visible from the surrounding area.  The fire did not advance beyond its current footprint as crews were able to directly engage the fire utilizing helicopter support.  Patrolling, mop-up and suppression repair will continue over the next operational shifts.Ripplebrook campground’s hazard trees have been removed to provide safe areas for firefighters.  Tree falling modules assigned to Rainbow Campground will continue to remove fuels, in conjunction with heavy equipment such as skidder, excavator and chipper. Today will be the warmest and driest day since last weekend’s rains. The wind will also be an added factor increasing the fire danger level to “elevated”. However, there is still little likelihood of anything more than isolated hot spots growing within the fire perimeter.Smoke:Today and tomorrow the air quality in SW Oregon will likely not be negatively affected by smoke generated from the Rough Patch and Devils Knob Complex  Fires. Fire and WeatherToday will see warmer temperatures and lower humidity across the fire area. Temperatures will warm into the 80’s, near 90 in some locations. E/SE winds will be fairly light. Saturday and Sunday will see increasing cloud cover and lower temperatures. Monday, a fall-like system will approach with another system later in the week that may be a season-ender. Fire activity is still in the creeping/smoldering stage, but may see more active fire in isolated areas by this afternoon. Expect more surface fire where wind and slope align on aspects that have been exposed to sunlight. There is potential for occasional single tree torching.SmokeFires across the State continue to be quiet this week. Smoke production is minimal, and air quality has stayed Good across the Outlook Area. NE winds will help push smoke down slope/down valley overnight. Black Butte Fire Area Roads Reopen (Black Butte Fire Wildfire)

 John Day, Hines and Prairie City, OR. — (September 23, 2021) Malheur National Forest Fire staff opened all boundary area roads on the Black Butte Fire Closure Area. Smoke Outlook for Thursday, September 23 (Middle Fork Complex Wildfire)

 Fire and WeatherToday winds will begin to shift from a N to NE through the early part of the day. By the afternoon, expect winds to shift to the E. Clear skies will allow temperatures to warm around 5 to 10 degrees warmer than yesterday. Relative humidity will fall into the 20% range. Fire behavior will continue to increase particularly in light of warmer weather and lower humidity. Critical fire weather conditions are expected Friday with warmer temperatures and lower humidity. Fire activity is still in the creeping/smoldering stage, but can be expected to incrementally increase as fuels continue to dry. May see more active fire in isolated areas by Friday afternoon. Smoke Smoke from the fire area will be similar as seen yesterday - not much impact overall across the Outlook Area. COUGAR PEAK FIRE UPDATE - September 23, 2021 NORTHWEST INCIDENT MANAGEMENT TEAM 12 Incident Commander: Jeff Dimke and Bobby Shindelar    The Cougar Peak Fire is currently burning approximately 15 miles northwest of Lakeview. Northwest Incident Management Team 12 assumed command of the fire at 6:00AM today.   Weather Lighter winds are expected today with another warm, dry, and light wind period coming up this weekend. Temperatures are expected to cool early next week ahead of another Pacific storm system that could bring some precipitation and gustier winds by late Monday into Tuesday.   Operations On the southern portion of the fire, crews made progress yesterday installing hose lays on the north side of Cougar Peak Mountain. Some fire activity inside containment lines picked up around Cougar Peak Mountain due to increased winds, and helicopters used bucket drops to cool hot spots.
