Lionshead Fire update for Monday, Sept. 28   REDMOND, Ore. – Fire crews are completing more containment line each day and looking for ways to attack the fire more directly where conditions allow. Pacific Northwest Team 13 under Incident Commander Brian Gales has assumed management of the fire.   Structural protection crews have shifted to patrol and chipping operations in Detroit and Idanha, as well as gathering the miles of hose used during the suppression effort.   Today, wind speeds of 20-25 miles per hour are expected, with gusts of 30 to 35. This will increase fire activity, primarily consuming fuels in the interior, particularly in open areas. Crews are strategically positioned to address flareups and spot fires.   Fire managers are developing hazard tree removal plans for Hwy. 22 to ensure safe public access, and for the 46 corridor to provide crews safe entry for mopup. Weather and Fire Behavior:  Sunny, clear, dry and breezy conditions are expected today with sustained winds across the fire to continue over the next 24 hours. Potential for 40-45 mile per hour gusts along east-west orientated drainages and Goat Mountain are forecast.  Creeping and smoldering fire activity is expected.  A creeping fire exhibits slow rates of spread and low flames.  Significant growth of the fire is not anticipated due to lingering effects of the moisture we received over the past week.  Open areas of fine fuels, such as grass and leaves, will dry faster and carry fire more readily.  Elevations above 2000’ will dry more quickly due to lower humidity levels.  East winds will bring more smoke to the area and isolated smokes from vegetation burning within the fire perimeter will be visible.  Yesterday:  Firefighters continued to patrol the fire perimeter, improved fire lines and responded to smoldering fire activity that produced visible smoke near...

AMENDED EMERGENCY CLOSURE ORDER Bureau of Land Management Roseburg District, Swiftwater Resource Area On September 9, 2020, the Roseburg District issued an Emergency Closure Order that closed all Bureau of Land Management (BLM) lands east of Interstate 5 managed by the Swiftwater Resource Area. This Amended Emergency Closure Order updates the BLM lands that will remain closed until such time as conditions allow for safe use of the public lands. Springfield, Ore. –  With containment reaching 50 percent, firefighters on the Holiday Farm Fire are once again preparing for another change in the weather. After days of wetting rain and cool temperatures, warm and dry east winds will enter the area later today pushing temperatures into the mid 80’s through Wednesday. Fire managers are cautiously optimistic that work accomplished so far will result in similar results from the last time these conditions tested control lines just four days ago. That east wind event fanned flames and stirred up embers deep inside the fire’s interior, but did not create any problems outside established containment lines. The incident management team and local fire agencies are receiving several inquiries regarding small columns of smoke coming out of the Holiday Farm Fire that appear to be outside containment lines. Please be assured that these “smokes” are well within the perimeter of the fire and pose minimal threat to crossing containment...

Springfield, Ore. –  Firefighters on the Holiday Farm Fire welcomed another favorable day of weather Sunday. Calm winds and blue skies produced perfect working conditions that helped bump containment to 55 percent. The fire has not spread from its current footprint of 173,094 acres in seven days. The area will continue to turn from warm to hot over the next few days with an east wind component that is expected to stir fire behavior inside the interior of the fire. Residents and passersby can expect to see small columns of smoke within the fire’s interior over the next few days. These “smokes” pose minimal threat to crossing containment lines or threatening homes. Fire personnel are encouraging the public to not report these smokes to emergency services as they overload the system and create unnecessary response. Umpqua National Forest Goes to IFPL I Lowers Public Use Restrictions to Level 1   ROSEBURG, Ore. – September 28, 2020 – Effective Monday, September 28, at 12:01 a.m., the Umpqua National Forest will drop into an Industrial Fire Precaution Level (IFPL) I with a MODERATE fire danger rating.  There are no time restrictions under an IFPL I; however, industrial operators must still have fire tools and a water supply at each operation site.  A fire-watch is also required at the end of the operation period. Public Use Restrictions will be reduced to Level 1 at noon on Monday. Public Use Restrictions are measures put in place to reduce the risk of a wildfire starting when fire danger is elevated. These restrictions are always carefully considered before being implemented as the goal is to improve the safety of our public lands and resources while understanding the needs of our many recreational users. THREE PHASES OF WILDFIRE RECOVERY There are three phases of recovery following wildfires on Forest Service lands: - Fire Suppression Repair - Emergency Stabilization-Burned Area Emergency Response (BAER) - Long-term Recovery and Restoration Fire Suppression Repair is a series of immediate post-fire actions taken to repair damage and minimize potential soil erosion and impacts resulting from fire suppression activities. This usually begins before the fire is contained, and before the demobilization of an Incident Management Team. This work repairs the hand and dozer fire lines, roads, trails, staging areas, safety zones, and drop points used during fire suppression efforts. Emergency Stabilization-Burned Area Emergency Response (BAER) is a rapid assessment of burned watersheds by specialists to identify imminent post-wildfire threats to human life and safety, property, and critical natural or cultural resources on National Forest System lands.
