September 23, 2021 Fire Information: 541-482-1331 E-mail: 2021.jack@firenet.gov Incident Summary: Northwest Team 7, Jason Loomis Incident Commander, assumed command of the Rough Patch Complex and Jack Fires today at 6 a.m. Fuels across the complex are drying with this week's warmer and drier weather; however, fire behavior yesterday was limited to creeping and smoldering. Fire managers from the incoming incident management team inspected the fire area and began making plans for suppression activities going forward. Chaos and Little Bend Fires: The Chaos Fire is 28,841 acres, and the Little Bend Fire is 9,417 acres. Firefighters secured several spot fires on the north and northeast sides of the Chaos Fire along the 2460 Road. Crews also worked to secure the fire’s perimeter along Noon Day Ridge from the 2212 Road. Burn Severity and Runoff Potential Mapping Completed (Twentyfive Mile BAER Burned Area Emergency Response)

The Burned Area Emergency Response (BAER) team completed mapping burn severity for the area affected by the Twentyfive Mile Fire. Due to persistent cloud and smoke cover, repeated satellite image acquisitions that are usually used to aid in soil burn severity mapping were unusable. The team instead relied primarily on field observations to develop the map. Determining burn severity is an important step in the rapid assessment process, allowing a team to prioritize field reviews and identify increased risks to critical values within or downstream of the burned area. The resulting map displays burn severity in four categories: areas of unburned, low, moderate, or high.The Twentyfive Mile Fire burned around 22,065 acres. 5% was identified as unburned or rock outcrop, 40% low severity, 35% moderate, and 20% high. Once the burn severity map was complete, the team considered additional data to develop a runoff potential map.  Fire and WeatherToday winds will begin to shift from a N to NE through the early part of the day. By the afternoon, expect winds to shift to the E. Clear skies will allow temperatures to warm around 5 to 10 degrees warmer than yesterday. Relative humidity will fall into the 20% range. Fire behavior will continue to increase particularly in light of warmer weather and lower humidity. Critical fire weather conditions are expected Friday with warmer temperatures and lower humidity. Fire activity is still in the creeping/smoldering stage, but can be expected to incrementally increase as fuels continue to dry. May see more active fire in isolated areas by Friday afternoon. Smoke Smoke from the fire area will be similar as seen yesterday - not much impact overall across the Outlook Area. Expect what smoke is generated to drift down canyon especially as the NE/E winds establish, and into the overnight

COUGAR PEAK FIRE UPDATE - September 23, 2021 NORTHWEST INCIDENT MANAGEMENT TEAM 12 Incident Commander: Jeff Dimke and Bobby Shindelar    The Cougar Peak Fire is currently burning approximately 15 miles northwest of Lakeview. Northwest Incident Management Team 12 assumed command of the fire at 6:00AM today.   Weather Lighter winds are expected today with another warm, dry, and light wind period coming up this weekend. Temperatures are expected to cool early next week ahead of another Pacific storm system that could bring some precipitation and gustier winds by late Monday into Tuesday.   Operations On the southern portion of the fire, crews made progress yesterday installing hose lays on the north side of Cougar Peak Mountain. Some fire activity inside containment lines picked up around Cougar Peak Mountain due to increased winds, and helicopters used bucket drops to cool hot spots. RIPPLEBROOK, Ore. – Firefighters will continue to remove vegetation from along Forest Road 70 on the north side of the fire perimeter.  On the east flank, chipping work progresses to remove slash that will improve roads and fire breaks.  Ladder fuels are being removed from established lines surrounding the Bull Complex footprint.Ripplebrook and Rainbow Campgrounds are also being assessed for hazard trees and dangerous aerial hazards so that they can be safely used as a fire camp by incoming teams.  Risk mitigation provides a safe environment for firefighters and future public access.  Fire activity is expected to remain low today.  This will provide more time for firefighters to actively engage areas of low activity while moderated fire behavior is on the landscape. Yesterday and Overnight: Light fire activity was observed throughout the day. Crews along Bumping River Road improved protection measures around structures as well as monitored the American River Lodge. Additional work took place along the control line from Forest Road (FR) 1709 to Bumping River to further improve the line. From the areas along Highway (HWY) 410 south of Cliffdell down to the US 12 junction and US 12 junction westward, fire personnel continued to collect excess equipment no longer needed for fire suppression. Repair work on previous hazard mitigations and road disturbances resumed along the southern flank of the fire.Today: A dry day is forecast with light winds. Green Ridge Fire Statistics: Size: 43,735 acres, Containment: 40%, Total Personnel: 93, Location: 30 miles east of Walla Walla, Reported: July 7, 2021, Cause: Lightning. Current Situation: Yesterday the fire continued to have minimal fire behavior, with only a few smokes observed near the Diamond Peak Road and Mt. Misery areas on the eastern areas of the fire. Firefighters continued to patrol and mop up throughout the fire perimeter. Where containment lines are secured, firefighters also completed suppression repair (such as constructing water bars to help reduce erosion potential and mastication to improve roadways used for containment lines) based on identified rehabilitation needs. RIPPLEBROOK, Ore. – Smoke may be visible from the fire area as warmer temperatures dry out vegetation.  “There are green islands within the established fire perimeter with abundant dry fuels” said Fire Behavior Analyst Dean Warner.  As the island’s vegetation dries out and burns, smoke will continue to be seen from the local area. Crews continue to complete lines on the west flank of the fire.  Mop up of hot spots will continue throughout the perimeter.  Hot spots are pockets of smoldering logs and stumps that are identified by smoke.  Fire managers also identify areas of heat signatures by flying over the fire and mapping hotspots with infrared cameras.  Despite receiving 3 inches of rain within the fire area, the infrared mapping shows hotspots are continuing to consume dry fuels within the fire boundary.
