9-7-2017 Evening Update (Horse Prairie Wildfire)

Riddle, Oregon – Effective 8:00 p.m., Thursday September 7, 2017 the evacuation level along Cow Creek Road was changed from Level 2 to Level 1. This change was made by the Douglas County Sheriff’s Office following input from the Department of Forestry recognizing current weather conditions and progress in securing the fire perimeter. Cow Creek Road use is still restricted to residents only from the end of County maintenance to Union Creek due to heavy fire truck traffic. Good progress was made on securing the fire line today. To assist firefighters in locating heat adjacent to the fireline, handheld cameras designed to see heat (infrared) will be used tonight and “hot spots” identified by GPS and flagging. These spots will be then be dug out and the fire extinguished. Updated acreage, containment, and staffing numbers will be available in the morning Horse Prairie Fire update. Soldiers with Task Force SPEARHEAD, 1-2 Stryker Brigade Combat Team, 7th Infantry Division at Joint Base Lewis-McChord (JBLM) in Washington, will be joining firefighters working on the Umpqua North Complex of fires burning in the Umpqua National Forest. Experienced wildland fire leaders will accompany the soldiers during their assignment. More than ten, twenty-person hand crews had been requested by California Interagency Incident Management Team 4, but due to the shortage of resources, these requests were unable to be filled. The National Preparedness level is currently at 5, the highest level, indicating a high level of wildfire activity and a high level of commitment of wildfire suppression resources. SmokeThe Nash and Separation fires have combined, and continue to produced smoke that will continue to impact Black Butte Ranch, Sisters, Redmond, Bend, Cascade Lakes and La Pine. The Milli fire continues to produce smoke and haze impacting Sisters and Black Butte Ranch. In addition, fires in the Willamette National Forest area will continue to impact communities east of the Cascade Crest. Other fires in Oregon and Northern California will also continue to greatly impact these areas as well. FireFire activity is expected to be moderate today from the lower temperatures, higher relative humidity and decreased stability. A Red Flag Warning is in place for today for abundant lightning. The Rogue River-Siskiyou and Fremont-Winema National Forests have placed an area closure on the entire Sky Lakes Wilderness Area. If traveling on Westside Road or through the Rocky Point area, please be vigilant and drive with caution as emergency traffic vehicles are in the area. East Crater Fire (Indian Heaven Wilderness) and Bear Creek Fire (Bear Creek Watershed), Mount Adams Ranger District, Gifford Pinchot National Forest East Crater Fire: Fire activity continues to be minimal due to smoke shading the fire and forming a cap on the fire area. Current fire size is 467-acres. Mt Adams Ranger District personnel are scouting opportunities for improving roads adjacent to and outside of the wilderness to serve as contingency fire lines to protect adjacent values potentially at risk. The fire has been burning in the Indian Heaven Wilderness since September 3rd. Nash Fire Update, September 7 BEND –The Nash Fire, burning approximately 4 miles from Elk Lake, experienced minimal growth yesterday. Some light rain is expected on the fire today. Firefighters anticipate another 3 to 4 days of clearing vegetation along the Cascade Lakes Highway (Forest Road 46), which will create an opportunity should the fire move east for firefighters to protect the infrastructure around Elk and Hosmer Lakes and Cascade Lakes Highway. Approximately 100 firefighters are working on the Nash Fire under command of the Type 1 Incident Management Team (Southwest Team 1). HORSE PRAIRIE FIRE September 7, 2017 9:00 a.m. Riddle, Oregon – The final footprint of the Horse Prairie fire has now been established in Douglas County and further fire growth is not anticipated. Current size is 16,436 acres and containment is 30%. Today’s action on the fire will be continued strengthening of control lines and burning areas that were included in the constructed fire line but not consumed by the fire. Burning these areas, now, in a controlled manner, with firefighters present, will help to prevent an unexpected fire flare-up after the main complement of firefighters leave. Smoke from these burnouts will be visible from Cow Creek Road but not be a threat to the control line. On Wednesday, September 6th effective 8:00 p.m. the evacuation level along Cow Creek Road was reduced from Level 3 to Level 2. If any new fires are ignited from lightning strikes in the Milli Fire area, the team will respond to them. Firefighters continue repairing and rehabilitating fire line along the northwestern edge of the fire area. Crews also continue monitoring the perimeter as it pushes into the lava flows along Highway 242 ensuring that all hot spots are monitored until cold. The majority of heat from this fire remains in the southwestern edge of the fire perimeter as it moves slowly south in the Pole Creek burn and west into rock. Eagle Creek Fire and Indian Creek Fire UpdateThursday, September 7, 2017 – 10:30 a.m.Progress on the Eagle Creek Fire continued overnight. There was some fire growth as firefighters worked to secure fire lines near Cascade Locks and Bridal Veil by conducting burnout operations. Westerly winds picked up in the evening causing a few small spot fires around 8:00 p.m. These were within secondary fire lines, but kept firefighters busy making sure they were completely out. Most divisions of the fire had low-intensity fire activity, and firefighters continued to prepare and protect homes. Around 4:00 a.m., with winds again gusting to 15 miles per hour, a small spot fire ignited near a cell tower. This spot was also within contingency lines and firefighters worked to keep the fire within those lines.
