Firefighters continue to patrol the fire perimeter, mop-up any potential areas of heat, work on suppression repair, and backhaul equipment and supplies from the field. By the end of the week fire officials expect to transfer command of the fire to a local Type 3 organization. Weather and Fire Behavior: Strong winds from the east to northeast began early this morning with predicted gusts up to 40mph over higher elevations and ridges. A warming and drying trend is also expected to begin today and continue through Friday. Later in the week the relative humidity is forecasted to drop into the teens in most areas. Burned Area Emergency Response Update – Eagle Creek Fire 10/02/17 (Eagle Creek Fire Wildfire)
COLUMBIA RIVER GORGE NATIONAL SCENIC AREA Burned Area Emergency Response Update – Eagle Creek Fire Values at Risk Analyzed October 2, 2017 Hood River, Oregon – The Burned Area Emergency Response (BAER) Team has been working on the Eagle Creek Fire for most of a week now. They've collected field data about the fire intensity and damage done to soils to develop the Soil Burn Severity (SBS) map. Computer models are using the SBS map to calculate critical data about increased runoff and stream flows. Maps are being created showing areas with increased likelihood of landslides. Today the BAER Team will begin work on the critical process of synthesis. Scientists from the various disciplines will be discussing their own findings and seeing how their concerns overlap with the concerns of other scientists. They will determine the levels of threats to the “Values at Risk”, helping define where the biggest concerns exist. Early in the BAER process, “Values at Risk” (VARs) were...

Key Elements of a BAER Assessment (Chetco Bar Post-Fire BAER Burned Area Emergency Response)
Forest Service BAER assessment teams are established by Forest Supervisors before wildfires are fully contained. The teams coordinate and work with the USDA Natural Resources Conservation Service (NRCS), Bureau of Land Management (BLM), Fish & Wildlife Service (FWS), National Weather Service (NWS), local counties, State Department of Transportation, and other federal, state, and local agencies to strategically assess potential post-fire impacts to the watersheds burned from wildland fires. -The BAER assessment teams are evaluating watershed conditions to determine the level of potential risks to human life, safety, property, critical natural and cultural-heritage resources, and determine if there are appropriate and effective emergency stabilization measures that can be implemented on federal lands in a timely manner to reduce unacceptable risks from potential flooding and debris flow threats. -The BAER assessment team conducts field surveys and uses science-based models to rapidly...
Burned Area Emergency Response Update – Eagle Creek Fire 10/01/17 (Eagle Creek Fire Wildfire)
Soil Burn Severity Map is Finalized October 1, 2017 Hood River, Oregon - The Burned Area Emergency Response (BAER) Team assigned to the Eagle Creek Fire has finalized the Soil Burn Severity (SBS) map. They have identified 15% of the fire area as having high burn severity and 30% with moderate burn severity. The remaining 55% has low or very low burn severity. High burn severity is indicated by the burning of all or nearly all of the ground cover and surface organic matter (leaves, needles, and decaying plant matter), including fine roots. Moderate burn severity has consumption of up to 80% of the ground cover. In areas with low burn severity, much of the organic matter on the surface is not fully burned and roots are generally intact. The higher the burn severity is, the less likely the soil is able to absorb water from rainfall and snow melt. Severely damaged soils will produce more and faster water runoff. They are also more prone to erosion and landslides. Hydrologists will...
